Identify the User
First, identify the user you want to grant dashboard creation and editing permissions to. For this guide, we'll use a user named Alan as an example.

Access the Setup Menu as an Admin
As an admin, click on the gear icon on the top-right corner of the Salesforce page and select "Setup" from the dropdown menu.

Use a Permission Set (Method 2)
Go to the "Permission Sets" section by typing "Permission Sets" in the Quick Find box and selecting "Permission Sets" from the search results. Create a new permission set or choose an existing one. Search for the "dashboard" in the "Find Settings" search bar, just like in Step 3c. Click on the "Create and Customize Dashboards" permission, and check the box if it's unchecked. Save the permission set.

Assign the Permission Set to the User
In the permission set page, click "Manage Assignments." Click "Add Assignments" and search for Alan, or the user you want to grant the dashboard permissions to. Select the user and click "Assign." Alan should now have the "New Dashboard" button when he refreshes his page.
